It appears to have come out of Christian Easter rituals, hence: Fine clothes and a bonnet for church on Easter Sunday -> new hat for Easter -> kids parading. (Seems legit.) It's a surprisingly big deal in Australia, it's actually a school event, with parents expected to help their kids deliver. (Not everyone is Christian, but they don't seem to have noticed. "The kids love it. It's just a bit of fun.") Yet it basically doesn't exist in New Zealand. Why? I must say it weirded me out slightly on moving to Australia... It may also be a thing in the US, I am unsure, and may never find out. Supposedly in the UK too, but personally I think that's a lie, as I do not remember being made to do such a thing...
